There is a lot on both agendas. The public hearing will cover the Planning & Zoning recommendations on Peril of Flood and Comprehensive Plan Amendments that was tabled at the last public hearing.
The commission meeting proper starts introduces the consent agenda and includes discussion of Rentalscape, bid awards, proposals for Comprehensive Planning, solar panels on city-owned buildings as well as several changes to the city code.

PUBLIC HEARING
The commission will discuss/approve the Planning & Zoning recommendations on Peril of Flood and the 2024 Draft Comprehensive Plan with the revisions proposed last month. There will be comments from Jim LaRue.
REGULAR COMMISSION MEETING
Special Requests include naming October 2 as “Ron Sutton Day”and moving KCB Day back to the City Hall/Post Office area.
The city has changed to a consent agenda with a single vote for many "pro forma" Consent Action Items such as approving the minutes of prior meetings and a Warrant for more than $1.2 million.
Commissioners have several Discussion and Action Items:
The commission will discuss and approve the weekly Farmer’s Market, the Annual Rentalscape Service, the Sunbelt rental of a diesel generator, and renewing the US Water Agreement, as well as bid awards to McCourt Construction, Brightview Landscape, Iguana Control Service, and proposals for Comprehensive Planning Services. They may also reject an engineering service agreement to replace the WRF Generator.
The commission will discuss and approve a Public Information Release on the Retention Pond by Dave McKeehan.
The commission continues discussion of the installation of solar panels on rooftops on city-owned buildings.
Commissioners will take action on Ordinances:
There are several city code changes pending.
The Commissioners' Agenda packet will contain the full text of the following ordinances and resolutions. The Ordinances are available in person at City Hall.
There will be the first reading of an ordinance amending Chapter Six of the City Code relating to substantial improvements plus the first reading of an ordinance amending the Land Development Regulations relating to freeboard requirements. Both issues were discussed at the last meeting.
There will be the first reading of an ordinance amending Chapter 2 of the City Code relating to the Order of Business for City Commission Meetings.
There will be the second and final reading of an ordinance to increase the monthly sewer fees.
And the commission will adopt a Resolution approving a one-year extension of the agreement between KCB and the City of Marathon for the Emergency Medical and Fire Rescue Services.
The Secretary-Treasurer's Report includes the August 2024 Financial Summary.
Commissioner Harding will give the Wastewater Sampling Summary Report from September 16, 2024 and a CRS Update plus his Proposed Updates to the Key Colony Beach Fee Schedules for Building Permits and Services as well as Violations and Penalties.

During the Budget Update, Commissioner Harding will discuss fees and fines. People Are Asking why the commission still transfers tens of thousands of dollars of Building Department fees to the General Fund in direct violation of Florida statutes?
Questions the Commission should be asking that aren't on the agenda
Commissioners get a "packet" which is typically about 100 pages of paperwork that supports all the agenda items. The commissioners have their packets (both the PDFs and the paper copies) for the meetinga but the meeting packet still was not on the city website as of Wedmesday morning, September 18.
The Government in the Sunshine manual makes clear that the packet should be published to the public at the same time it is produced for the commissioners. People are still asking why it was not.
