What will the Key Colony Beach City Commission do in August, 2024?

The City Commission will host a public hearing followed by a regular monthly meeting in Marble Hall and as a Zoom webinar on Thursday, August 15, beginning at 9:30 a.m.

There is a lot on both agendas. The public hearing has major changes to the Comprehensive Plan and the City’s flood plain regulations, as well as two boat lift requests, the release of a unity of title, and an Architectural Review.

The commission meeting proper starts with the second meeting for the FY24/25 Budget. New city administrator John Bartus will give his first report. Discussions include City Hall progress, a Stormwater grant application, the Rentalscape Service, and the purchase of an F-150 Ford Truck for the Police Department. The Utility Board has several action items including an increase in monthly sewer rates and the question of whether the city can enter a property without the property owners' consent.

We encourage every KCBer to Ask Your Commissioners about the items on the agenda. The commentary restriction, "Members of the Public may speak for three minutes and may only speak once unless waived by a majority vote of the commission" remains on the agenda. Also "Letters submitted to the City Clerk will be made part of the record but not read into record." The agenda does have two periods for citizen comments and correspondence, once after the special requests and again before the meeting is adjourned. PUBLIC HEARING

The commission will discuss/approve the installation of a 15,000 lb. elevator-style boat lift on 15th Circle and a 16,000 lb. 4 post boat lift on the Causeway,

The commission will discuss/approve the release of unity of title for Lots 8, 8A, 9, and 9A at Glunz Ocean Beach Club.

The commission will discuss/approve peril of flood amendments to the Comprehensive Plan.

The commission will discuss/approve a revision of the City’s flood plain regulations including a change of the Substantial Improvement time period from 3 years to 1 year and a change of the Design Flood Elevation back to FEMA Flood Zone plus 1 foot.
This is an interesting discussion because the city requirements for the height of the "floor living area" are much greater than state or FEMA requirements.

The commission will discuss/approve an Architectural Review of 1000 W. Ocean Drive.

REGULAR COMMISSION MEETING

The agenda has a Special Request listing but no request was published.

Commissioners will discuss/approve the FY24/25 Budget including the draft budget updates for the general fund and the wastewater and stormwater budgets.

Please welcome our new City Administrator John Bartus who will give his first report. Commissioners will discuss/approve the update on Marble Hall, the administrative offices, and overall progress on city hall as well as request approval of a $1 million Stormwater Stewardship Grant application for the Sadowski/Clara area.

Commissioners will discuss/approve:
The purchase of a $48,670.65 F-150 Ford Truck for the Police Department.
Note that the former Police truck was "repurposed" as the "Code Enforcement" truck.
A question to ask is what happened to the small Code Enforcement SUV and why was the former Police truck not assigned to the Building Department as planned at a recent commission meeting?
A request to fill a vacancy in the Police Department
A $9,950 proposal by Rhodes Plumbing to replace the Marble Hall sewer main line.
A recommendation to discontinue the annual Rentalscape Service.
The Service was contracted by former city officials Turner and Goldman to surveil rental property activity in the city. It compares a city address list with web results and even Goldman admitted there were "mix ups with addresses." Rentalscape calls itself "a powerful tool employed by municipalities ... [for enforcing] and collecting transient occupancy tax payments" and other revenues.
A question to ask is how many properties not in the rental program did Goldman include?
The Utility Board has several action items:
The renewal of the US Water Contract.
A recommendation to award Reynolds Construction a $734,500 contract for the WRF UV Contact Tank Rehabilitation .
A recommendation to award Reynolds Construction a $98,981 contract for the Digester Access Stair Removal and Replacement.
A recommendation to direct legal to draft a city code amendment to change sewer inspection timelines, to provide the means for the city to remedy failures, and to determine if the city can enter a property without the property owners' consent.

A recommendation to approve an increase in monthly sewer rates and charges
A recommendation to approve the contract with Insituform Technologies, LLC to clean and camera the city’s sewer lines.
A recommendation to renew the contract with G-Tech.

Commissioners will discuss/approve a Resolution and an Ordinance. The resolution will raise and impose stormwater utility assessments. They will also have the first reading of an ordinance to amend the monthly rates and charges for sewers and sewage disposal.

The secretary-treasurer will give the July Financial Summary and the July Warrant.

The agenda does not show what the city attorneys will report.

Commissioner Harding will report on Wastewater Sampling from August 12 and on the South Florida Water Management District water supply plan update meeting.

The Primary Election will be held Tuesday, August 20, 2024. There are 51,072 active, eligible voters in Monroe County. Our ballots include primary races for US Senate, Supervisor of Elections, County Commissioner for District 5, and School Board member for District 2

Five early voting sites are open 8:30 a.m-5p.m. every day through August 17. Secure drop boxes are available at all five locations. The closest site to KCB is at 10015 Overseas Highway in Marathon.
