Did you receive a sewer inspection "reminder"?

» The City has not informed many residents (before now) of the need for sewer pipe testing and inspections despite their claims the "everyone" got multiple letters and emails and in spite of this entry from the 08-17-2023 Commission Meeting Minutes ADOPTED:
"c. Guidance on Implementation of Assessing Fines for Failure to Comply with Sewer Pipe Testing and Inspections per Sec. 14-5 Code of Ordinances:
"City Administrator Turner spoke to the Commission on the agenda item and asked for guidance on how to proceed with non-compliance of about 200 properties. City Administrator Turner confirmed the properties in question not having pulled a permit nor are they on a waiting list. Commissioner Harding suggested sending a reminder to be put on a waiting list within 30 days and a reasonable amount of time to pull a permit for repairs.
"City Administrator Turner agreed to proceed with a letter from the Code Officer and to provide an update with the next staff report." [emphasis added]

» As expected, the city administrator and the code enforcer went straight to punitive action.
» As expected, the "reminder" orders that daily fines that become liens accrue on every KCB property. The code officer will also suspend or revoke rental licenses until the sewer requirement is completed.
» As expected, code enforcement has no apparent plan to do anything but fine us until "the application and issuance of a building permit" required to fix a failed sewer test that will "terminate the future accrual of fines." The way the letter is written, the code officer won't accept an appointment or even a "passed" inspection to terminate the fines. Only a failed inspection and a payment of a building permit fee does that.
» As expected, code enforcement even sent this punitive letter to some KCBers who have already passed their sewer inspection.
