How many employees does the "S.S. Key Colony Beach cruise ship" need?

» A tale of two cities...
» Key Colony Beach is a very small city of about 758 residents (down from 790 in 2020) in the Florida Keys. It has an area of .65 square miles with fewer than 25 miles of public streets, none of which are subject to snow clearing or repair from frost damge. The city of Key Colony Beach has increased its public employment to at least 28 city hall employees and contractors. Fire and EMT coverage is separately contracted from Monroe County. KCB also relies on about 25 others who volunteer for the quasi-judicial Beautification Committee, Planning and Zoning, the Recreation Committee, and the Utility boards, and the abandoned Code Board.

» Pine Island is a small city of about 3,770 residents in Minnesota. It has an area of 6 square miles also with fewer than 25 miles of public streets, all of which are subject to snow clearing all winter and repairing all the frost damge the rest of the year. The city of Pine Island manages with five city hall employees, a public works director, and a water/waste water supervisor, plus a volunteer fire chief. There are probably 4 more public works employees.
» Pine Island has a population about five times larger than Key Colony Beach but somehow manages with about five times fewer employees.
» It was the best of times and the worst of times in this Dickensian tale. With only 14 "passengers," per city official, it would nice if resident/passengers got a "cruise ship" level of service, wouldn't it?
