Notes from the Commission Meeting
City Hall and the Post Office were the focal point of our little city. We could trade news and fish stories at the post office and we could "fix the world's problems" with the mayor or the city clerk or the building official in their offices.
In the discussion to rebid the new City Hall complex, Commissioner Difransico asked, "Is it your intention to put the [LIVS] drawings out for rebid?"
Mayor Raspe replied, "No, I'm talking new drawings."

The Commission invited KCBers to apply for the vacant City Commission Seat. We have the KCB application for City Commissioner.
The KCB Beautification Committee needs volunteers. They will meet at the hut on Saturday mornings at 11 a.m. for the next few weeks to work on projects. email for more info.

Save-the-Turtle needs volunteer beach walkers. Info will be posted on the KCB website shortly. The next training session for beach walkers will be Saturday, April 20. Tammy is KCB's staff expert.
In a discussion to reopen City Hall, the Building Official declared, incorrectly, that a Certificate of Occupancy or a Temporary Certificate of Occupancy requires a permit application by a "design professional."
From the Florida Building Code: "After the building official inspects the building or structure and does not find violations of the provisions of this code or other laws that are enforced by the department of building safety, the building official shall issue a certificate of occupancy ..." Further. "The building official is authorized to issue a temporary certificate of occupancy before the completion of the entire work covered by the permit, provided that such portion or portions shall be occupied safely. The building official shall set a time period during which the temporary certificate of occupancy is valid."The Commission expressed doubts about the "Smart City" plan but it is still under active consideration. They want to know your opinion. The Commission will email a Surveymonkey or similar straw poll to all city residents for whom KCB has email addresses to gauge whether residents want to move forward.
Mayor Raspe hopes to bring the city administrator job description to March meeting. "I can tell you first hand that somebody is needed," he said. They appear to be treating this as "either/or," meaning either they have an administrator or the mayor does it all. KCBers are encouraged to offer other solutions.
