The News Gets Better and Better

Key Colony Beach Opens City Hall. March 5, 2024. Good news on "305 Day." It was only fitting that on the same weekend this tiny community marked its 67th anniversary during a festive Key Colony Beach Day, that KCB also reopened City Hall after almost seven years.

In more good news, the city has lured former long-time KCB building official Ed Borysiewicz out of retirement to lead both the code and building departments. Borysiewicz offers KCB a turnkey solution to both those departments. He will also oversee the engineering work to determine how much work remains within City Hall.

KCB Townhall Meeting and other Big News

What is the KCB March Townhall Meeting about?

The City Commission will host its monthly "Townhall Meeting" in Marble Hall and as a Zoom webinar on Monday, March 18, 2024 at 9:30 a.m.

Townhall Meetings are planned for the Monday before each monthly city commission meeting.

Come in person! Attend on Zoom!
Have your questions and comments ready!
The city commission really wants to hear from all KCBers!

Be persuasive. Be focused. Be present.

Please join us in cheering the return of meetings to Marble Hall!

Commissioners have 3 minutes each to present their topic followed by 17 minutes of public comment and commissioner input - for a total of 20 minutes per commissioner

Mayor Raspe will discuss the Post Office.
Questions to ask:
  • Isn't it great that Heather kept all the PO Boxes that wouldn't fit in the trailer and won't fit in the LIVS-designed complex?
  • Is there any reason we can't "floodproof" our post office wing?
  • How soon can we move back to City Hall?
Commissioner Harding will review the Special Magistrate Process.
The prior commission disbanded the (free) citizen-led Code Board in favor of hiring the Florida Department of Administrative Hearings to hold code proceedings.
Questions to ask:
  • Is it true that the work formerly done by citizens didn't bring in enough revenue?
  • Is it true the DOAH magistrate has rubber stamped whatever the city lawyers or the code enforcer told him to do?
  • How many times have DOAH magistrates been reversed?
  • How much does DOAH charge KCB?
Vice-Mayor Foster will present information about Solar Panels at the Retention Pond
Questions to ask:
  • Why does KCB charge a $500 permit fee for Solar Panel Installation?
  • Will this be a grid-connected solar array?
  • How many panels will be required to power the KCB sewage treatment plant?
  • Will we get solar net metering?
  • Who will maintain the panels?
  • Will KCB allow residents to buy additional panels in the array in exchange for "free" electricity? (This may require creating a " public utility.")
Commissioner DiFransico will give an update on the City Charter Review
The complete, searchable list of the KCB Charter and Code of Ordinances is online: https://municode.com/fl/key_colony_beach/codes/code_of_ordinances.
Questions to ask:
  • Why did Commissioners Harding and Vickery intend to disenfranchise KCBers by eliminating our right to petition for referendum?
  • Can we join a committee to review the Charter and help decide what is obsolete, what is just wrong, and what is good, and to suggest revisions?

Please attend the meeting to hear the news and to tell your story or make your requests. The commission invites all KCBers to air their interests and concerns on these topics. Really. They do want to hear from you. Town hall meetings educate the commissioners who have pledged to include your issues at the commission meetings.

KCB is our little city. Be there. Be ready. Be focused. Be persuasive. And please volunteer to help our gem and to stand against the remaining false claims.

What's Next?

» The remaining commissioners may fill Ramsay-Vickrey's seat by appointing a new commissioner within 45 days. If they are unable to agree on a replacement with a majority vote, a special election will be called to fill the vacancy. However, the KCB code holds that "no special election shall be held within six months prior to a regularly scheduled municipal election," meaning that the city’s timeline for such a move would presumably expire in early May.

City Clerk Silvia Gransee acts as KCB’s supervisor of elections.

Apply for the KCB City Commission. In the wake of Commissioner Vickrey's sudden resignation, KCB will again invite all residents to apply for the vacant seat. Candidates must be KCB residents and registered voters here.

Applications are available at the KCB City Hall trailer but apparently not the city website. Some readers have reported difficulty with external links so we also have a local copy of the application with the invitation and other instructions.

» The rules have changed to vote by mail. Mail ballot requests are now good for only one general election cycle anywhere in Florida. Mail ballot requests generally expired on December 31, 2022If you voted by mail in 2022 your mail ballot request should be renewed. What's worse, Vote-by-Mail in a local KCB election is squiffy at best. Here's what we know about Vote-by-Mail.
