What "Fix" Did the City Engineer Propose for the City Hall Floor?

In 2019, City Engineer Daryle Osborn, P.E. wrote, "The concrete slab on grade floors in [the administrative area] has a noticeable deflection in the floors. This is due to the underlying soils decomposing and creating voids beneath the not structurally designed floor system. Refer to attached drawings for recommended repairs."

The City Engineer's 2019 letter also includes the plan the city accepted in 2014 (but never acted on) to stabilize the floor. That plan called for helical pin piles driven to refusal. Read that letter and see the drawing here.
