Allow us to educate you to a reference (see below) you must have "accidentally" omitted from your diatribe at the last commission meeting. Surely you must strive to be truthful and transparent! Should your ommission be truly accidental, then a public correction would be welcomed and warranted. If it was not, then you must know anyone could accuse you of being untruthful and misleading our taxpaying, voting citizens of KCB. Remember, purposely ommitting a fact during a discussion could be considered a form of lying.
At the July 20 commission meeting, Commissioner Ramsay-Vickery read a long, prepared statement in which she asserted, over and over and over again, that the city hall was more than 50% wrecked and claimed that supposedly all investigations supported demolishing and rebuilding.
As far as your concern about our city's reputation...too late!! Allegations of fraud, lying and exaggerations are being investigated by FEMA and other state and federal authorities. Those investigations have teeth, unlike any you could assemble. You must be worried you may be implicating yourself as complicit in the ongoing failure to right your wrongs as a commissioner. Your motion and aye vote to spend additional taxpayer monies to investigate the allegations of true KCB loving citizens' claims of lying and exaggerations is absurd.
We assure you, re-election times are fast approaching as well as recall opportunities. This email is going out to hundreds of likeminded electors who are opposed to your position. We are certain hundreds of others will read this before forwarding it to hundreds more. We are committed and we are watching.

Thursday October 12, 2017 9:30 A.M.
Present: Mayor John DeNeale, Vice Mayor Ron Sutton, Secretary/Treasurer Jim Pettorini, Commissioner Jerry Ellis and Commissioner April Tracy. Also Present: City Administrator Chris Moonis, City Clerk Kathryn McCullough, City Attorney Tom Wright, and Assistant Building Official Gerard Roussin.
8. Items for Discussion /Approval
A. City Hall Discussion – Mayor DeNeale reported FEMA and the independent engineer didn't find enough damage to warrant demolishing and rebuilding City Hall. There is also a question about insurance, however, it does not look like there will be enough funding to demolish and rebuild.
Mayor DeNeale met with Jeff Rider, Ed Borysiewicz and Chris Moonis to discuss options given the fact the building is below flood level. Marble Hall was pin piled years ago but there is a question of stability. Mayor DeNeale said his recommendation, for discussion, is to demolish and rebuild City Hall. The square footage of the building is about 10,000 square foot. Jeff Rider estimated about $275 per square foot to rebuild. Mayor DeNeale recommended staff hire an architect/engineer to start the design of a new City Hall.
FEMA would pay for office trailers during reconstruction. Commissioner Ellis asked why not just move back into City Hall while another building is constructed. It should not cost that much to put up some drywall. Mayor DeNeale indicated the next step would be to explore funding options.
MOTION: Motion made by Mayor DeNeale, seconded by Commissioner Ellis, to hire an architect for the purpose of designing a new city hall and to improve the current city hall to use as temporary headquarters, and to direct the City Administrator investigate funding options.
ON THE MOTION: Roll call vote. Unanimous approval.

Present: Mayor John DeNeale, Vice Mayor Ron Sutton, Secretary/Treasurer Jim Pettorini, Commissioner Jerry Ellis and Commissioner April Tracy. Also Present: City Administrator Chris Moonis, City Clerk Kathryn McCullough, City Attorney Tom Wright, Building Official Borysiewicz, and Fire Chief John Johnson.
H. Building and Public Works: Building Official Borysiewicz reported the Public Works crew is doing what is needed every day. They just completed remodeling the small conference room for use by administrative staff. Commissioner Ellis asked if the offices for City Staff were going to be rebuilt. City Administrator Moonis responded the small conference room has been modified to accommodate the administrative staff. Commissioner Ellis said it would be at least 3 years before a new city hall can be constructed. He questioned if staff could function for that length of time in the small conference room. Commissioner Tracy said this is temporary. The Commission has not discussed what other options may be available. Commissioner Pettorini agreed with Commissioner Tracy. Commissioner Ellis re-stated it would take 2 ½ to 3 years for a new City Hall, therefore he recommended modifying all the administrative offices until the new building is constructed. Mayor DeNeale reported he has instructed staff to expedite hring an architect to determine what it will take to construct a new City Hall. A time line needs to be developed. The current office space is only temporary until that time line is known.
MOTION: Motion made by Mayor DeNeale, seconded by Commissioner Tracy, to table the discussion until the next meeting.

3. IBTS Contract for Emergency Service - [IBTS is apparently "Institute for Building Technology and Safety"] City Administrator Moonis explained the contract for emergency services with IBTS to assist with disaster recovery efforts and work. Mr. Moonis reported one IBTS staff member retired 60 days ago from FEMA, after 28 years of service. IBTS will be on site and will have their own support team for 120 days. Beyond 120 days the contract must be put out for competitive bidding. IBTS will invoice the City, however, the invoice will be presented to FEMA for reimbursement. Vice Mayor Sutton asked to have that in writing as the fees, as listed on appendix A will go up very fast. He requested an addendum stating fees not to exceed $383,251.Commissioner Pettorini asked if the appendix A was for 120 days. Mr. Moonis reported ITBS could conceivably recover $3.8 million in hurricane losses. Mr. Moonis said there is a 3 step FEMA method. The first step is being assigned a FEMA program manager. A program manager has not been assigned to Key Colony Beach yet. Commissioner Pettorini asked if IBTS will also apply for other grants. Mr. Moonis answered in the affirmative. City Attorney Wright suggested the bid process be started now as 60 days can go by pretty quickly.
MOTION: Motion made by Commissioner Ellis, seconded by Mayor DeNeale to approve the contract with ITBS with the addendum for fees not to exceed $383,251.
