The city commission will host a public hearing and regular monthly meeting in Marble Hall and on Zoom on Thursday, November 16, beginning at 9:30 a.m. A separate Public Hearing Agenda and Packet has not been published.
Administrative Notes:
KCBPD took part in the Veterans Day parades in Marathon and Key West. The October "Hot Dogs with the Cops" gathering was a success. New license plate reader cameras are being installed on the causeway. Code enforcement issued 13 citations, some at the request of city hall. City administrator Bartus will give a SWIG update which includes a new proposal based on the feedback from the October meeting. He has updates on the Ron Book and Early Alert proposals. And he will introduce a $375,500 plan to floodproof the wastewater lift station equipment which may expose a conflict with elevation requirements.
Consent Action Items:
The commission votes for Consent Action Items with a single motion. This month they include meeting minutes, a spending warrant for $876,495.11, and adding Jay Helme as an alternate for the Planning & Zoning Board.
Discussion Action Items:
The commission will again review and determine whether the Daryl Rice lease proposal for the golf course is in the public interest. They will also discuss a second interim lease agreement extension with Daryl Rice.
The commission will discuss a rec committee recommendation of a protocol for new recreation committee projects. They will also review the updated rec committee priority improvement list.
The commission will discuss amendments to the employee resource guide.
The "$5,000 printer" suggested in October has become a $15,870.49, 36-inch, wide format, color printer and stacker. The commission will discuss a proposal to buy or lease it with 12-month financing (total cost $17,756.64), 36 month financing (total cost $17,100.00) or a 63-month lease (total cost $18,837.00).
Ordinances and Resolutions
The commission will do the second reading of an ordinance to drop the requirement for commission approval of boat lifts on 7th Street and within the Marina Subdivision.
The commission will take up resolutions to determine that the golf course proposal is in the public interest, to adopt the 2025 update of the local mitigation strategy, and to approve the revised personnel policy manual.
Commissioner Tom Harding will publish the October, 2025, Financial Summary. He will also give the Wastewater Sampling Summary Report of November 17.
