The meeting will be divided in three parts: the meeting will open normally and handle two special requests. The commission will adjourn and chase eveveryone out for a super secret closed
session about Case No. 23-CA-000205-M; per FS 286.011 (8), your referendum petition (the transcripts must be made available after the litigation is concluded). The meeting will then recommence for the rest of the agenda.

- For the commission: How dare you throw out our referendum petitions?
- For the commission: Why does the FKCA say our building department is such a costly impediment to every project under city administrator Turner and building official Leggett?
- For the city administrator: "Plans A, B, and C" for the Interlocal agreement didn't work out very well, did they? What justification--ratio of housing units or other--do you have for the change in cost for this service?
- For the commission: The turtle ordinance is ill-considered and detrimental to KCB. Why are you moving ahead with it?
- For the treasurer: According to the financial statements, KCB should have more than $5 million in reserve. Where is it?
- For the city attorney: How much has KCB spent to disenfranchise city voters over the referendum petition?
- For Commissioners Harding and Vickrey: people are disappointed and ready to circulate recall petitions. We invite you to take this opportunity to resign now.
Questions the Commission should be asking that aren't on the agenda
People are asking why the work environment is so toxic that every "before-Turner" employee has left the city?
People are asking why Commissioner and former Mayor Patti Trefry resigned abruptly but Commissioners Harding and Vickrey haven't stepped down? They are as culpable as Ms. Trefry
Commissioners get a "packet" which is typically about 100 pages of paperwork that supports all the agenda items. The agenda and the packet were both created October 13. The commissioners have their packets (both the PDFs and the paper copies) for the October 19 meeting but despite citizen requests, the packet still wasn't on the city website as of Tuesday morning, October 17. Why did it take so long to be posted ... again?
The Government in the Sunshine manual makes clear that the packet should be published to the public at the same time it is produced for the commissioners. People are asking why it was not.
