People are asking ... what will the KCB City Commission do at the Regular Meeting on September 18?

The city commission will host a regular monthly meeting in Marble Hall and on Zoom on Thursday, September 18, beginning at 9:30 a.m.

Note that the restriction on public commentary continues for the regular meeting; "Members of the Public may speak for three minutes and may only speak once unless waived by a majority vote of the commission."

There are many big issues on the agenda this month. KCBers may want to ask our commissioners about many, many items in particular:
  • Since Commissioner Harding understands, "The person that does not rent is supplementing the people who do rent." about the rental program fees, why doesn't KCB apply the same question of fairness to the sewer fees or to stormwater assessments both of which are charged flat rate or "per dwelling unit" fees irrespective of usage or land area?
  • Will the commissioners explain the roll back rate?
  • Will the commissioners explain why they are changing the Sunset Park ordinance and rules to allow fishing from the pier?
  • Will the commissioners explain why our city has gone from having money "in the bank" to needing money "from the bank" right before we begin the largest project in city history
  • What is the alternate plan if the city hall project attracts construction bids well over the budget?
The agenda includes:

Special requests include Vice-Mayor Colonell's discussion of KCB's accomplishments and improvements. The commission will consider the annual Welcome Back Party and a Food Truck Jamboree.

Chief DiGiovanni reports that the used F-150 pickup has been delivered.

City administrator Bartus will discuss using SWIG technology for nutrient removal in our canals, adding to our lobbying at an annual cost TBD, and more.

Consent items include approval of the minutes for eight commission meetings plus a warrant for $669,513.78.

The commission will discuss and approve allowing golf carts and up to 35 mph low-speed vehicles on all city roads as a new chapter in the city ordinances.

The commission will discuss and approve a golf course lease.

The commission will discuss and approve Fishing Rules that include "no more than five people fishing" on the Sunset Park pier.

The commission will do the final readings of five new ordinances:
Amending the sewer monthly rates and charges,
Amending the powers and duties of committees, and the limitations on use of certain city park property to permit fishing from designated areas of the Sunset Park pier,
Modifying the responsibilities and meeting procedures of the Beautification Committee under the Development Review Committee,
Amending the actions of the planning and zoning committee for appeals from administrative hearings and variances,
Amending utility board membership and 14-49 meetings.

The city attorney plans to write new ordinances for
· certified addiction recovery residences
·to remove authority for platting from boards and committees
as well as to amend ordinances to meet new state statutes for emergencies, affordable housing, and fire prevention.

Commissioner Tom Harding will publish the August 2025 financial summary and an update on dry flood proofing. He will also give the wastewater sampling summary report of September 15.

Vice Mayor Doug Colonell will discuss a new copier lease. The budget includes $2,600 for line 513-110 Copy machine rent/supplies.
