Special Requests include a proclamation designating Mosquito Control Awareness Week and a request to extend Havana Jack's Music Hours.
It appears the commission will recess the meeting for a public hearing about applying for a Small Cities Community Development Block Grant.
To be eligible for funding, an activity must benefit to low-and moderate-income persons, eliminate slum and blight conditions or address an urgent need to alleviate a serious and immediate threat to those living in the area. The state has more information about the CDBG here:

The Hot Dogs with the cops went very well.
City manager Bartus reported on the legislative session, the comprehensive plan, grants for the boat ramp and a wastewater lift station, bids for loan financing and sludge hauling, and the CDBG grant.
Consent Items:
Items to be voted on one motion include approval of the meeting minutes, moving the October commission meeting to Thursday, October 22, and a warrant for $1,273,549.
Action Items:
The commission will award the tax-exempt loan financing bid, approve a firm for architecture and engineering services and decide the commission summer attendance schedule.
The commission will discuss going out to bid for electronic document archiving.
The commission will approve the Early Alert agreement.
The commission will approve the Comprehensive Emergency Management Plan.

The commission will review the ICE Agreement.
The service agreement between the DHS, ICE, and the Key Colony Beach Police Department states that KCBPD will perform immigration enforcement actions on any case approved by ERO in advance of the enforcement action and or any case specifically designated by ICE that was previously in the Office of Refugee Resettlement Custody, subsequently released, and unaccounted for. The agreement will remain an effect for up to 36 months unless extended.
The commission will purchase a used mobile restroom for $25,000.
The two station, single axle restroom trailer has separate his and hers facilities with two toilets, one urinal, and two sinks, and is available for three season use. It can accommodate up to 250 guests. Options include Starlink and a smart restroom app.
The commission will approve building permit extensions for Coury Drive, 13th Street, 15th Circle, and the Sadowski Causeway Restaurant. Correspondence in the meeting packet shows that "Extension fees are 10% of the original building fees per month. Continuation permit: The fee is 15% of the original building fees per month and the time frame for completion is determined by the city commission ."
People Are Asking about the history of selectively ignoring the Florida law that requires the automatic extension of building permits--at no additional cost to the permit holder--during states of emergency such as those declared for Hurricanes Helene and Milton. Those states of emergency remain in effect through May 23. Permit holders may claim two additional years to work under their building permits beyond that initial period, also at no additional cost. That two years would keep all current KCB building permits open until May 23, 2028, although the builders can close a permit whenever they finish the job.
The commission will approve the change order for the slab rebuild.
This is a continuation of the discussion at the last meeting when they considered replacing the administration area concrete slab and pin piles installed just last year as well as the CPH proposals for slab reengineering. Mayor Foster had approved the proposal ahead of the meeting. Vice mayor Colonell estimated the remove and replace cost to be about $250,000. He hoped to pour both slabs by the second week of April. They will preserve evidence for the attorneys. "It's going to be a longshot on recovery," Mayor Foster said.
The commission will discuss the bocce court paving project. The Rec Committee recommends they apply their remaining funds for that project.
Ordinances & Resolutions:
The commission will approve the second and final reading of an ordinance for Sewers And Sewage Disposal Rates And Charges plus the first reading of an ordinance amending the section on Fishing From the Sadowski Causeway Bridge and Sunset Park Observation Deck.
The City Attorneys will report on the vulnerability of the city code.

Commissioner Harding will report on the water levels, the March financial summary, the wastewater report for April 13 and budget prep.
Commissioner Diehl has finished the seawall inspections. He wll also discuss the future management of the golf course, the KCB 70th anniversary, and Sunset Park.
