What will the KCB City Commission do at their meetings on December 18?

The city commission will host an organizational meeting, public hearing, and regular monthly meeting in Marble Hall and on Zoom on Thursday, December 18.

Note that the restriction on public commentary continues for all meetings; "Members of the Public may speak for three minutes and may only speak once unless waived by a majority vote of the commission."

Organizational Meeting

The organizational meeting will begin at 9:30 a.m.

The agenda includes:
The commission will elect the Mayor, the Vice-Mayor, and the Secretary-Treasurer from their own ranks. They may then Appoint in one motion the Chief of Police, one City Attorney (the city ordinance specifies that "there shall be a City Attorney," not an entire fleet of them), the City Building Official, City Clerk and the City Administrator. Likewise, they may appoint the members of the Beautification Committee, Planning & Zoning Board, Recreation Committee, Utility Board, and Disaster Preparedness Committee. They must designate Signers for Bank Accounts and City Investments and the Safe Deposit Box.
Section 5-4. - City Attorney.
There shall be A City Attorney of the City who shall be appointed by the City Commission. He shall serve as chief legal advisor to the commission, the Mayor-Commissioner and all City departments, offices and agencies, shall represent the City in all legal proceedings and shall perform any other duties prescribed by this Charter or by the City Commission. The City Commission shall have authority to retain additional counsel in specific actions or proceedings in its discretion.

Public Hearing

The public hearing will begin at 9:35 a.m. or after the end of the organizational meeting.

The commission will discuss and approve a 40,000-pound boat lift on 12th Street, a request for unity of title for a property on 7th street, and amendments to the comprehensive plan.

Havana Jacks has asked to extend the regular music hours to 1 a.m. for New Year's Eve

Administrative Notes:

The city administrator created a video of city accomplishments available on YouTube. The Rec Committee approved locating the basketball court next to the tennis courts. The ITB will be issued soon. There is a Coming Soon sign for city hall and the groundbreaking ceremony will take place Friday. Lobbyists are working on a transportation appropriation and other grant requests. The city clerk is communicating with the Tallahassee Director of Records for our switch to a complete electronics records keeping system. The project to scan and shred documents continues. The mayor, city administrator, and city clerk held a legal meeting.

Consent Action Items:

The commission votes for Consent Action Items with a single motion. This month they include meeting minutes, a spending warrant for $650,591.92, moving the January meeting to January 22, 2026, an amendment to the city administrator employment agreement, and the Vernis & Bowling contract despite the city ordinance specifying that "there shall be a City Attorney," not an entire fleet of them.

Discussion Action Items:
The commission will again review the comprehensive agreement for the management of the golf course.
KCBers offered extensive support for Daryl Rice and the new golf course contract at the October and November meetings. One resident who has been playing here for 30 years noted Rice's "knowledge of the course" and how "he keeps it affordable. Keeping Daryl is in the public interest." Another commenter "respectfully request[ed] that after you've listened to all the people and the citizens of this town, you do their wishes."

Cindy Catto reported that one Rec Committee member has resigned and another is considering leaving over their frustration with the lack of communication and the broken promises to tennis and basketball. She asked for more transparency and more notice of the commission's real plans.

Margaret Tremblay commented "At the last meeting, Freddie made a comment, and I hope you remember this, that we are lucky that they open this meeting up to us and because of them we're allowed to be here. I just want to make a comment that I don't want you to forget, that you're lucky to be there because of us... Why don't we vote for the mayor? You're lucky you're there."

They will choose a designee for the Florida Keys Transportation Coordination Committee.

Ordinances and Resolutions

The commission will do the first reading of an ordinance to amend the land development regulations concerning setbacks for pools within the R-2b zoning district.
The commission will take up a resolution opposing new offshore oil and gas leasing.

Commissioner Tom Harding will publish the November, 2025, Financial Summary. He will also give the Wastewater Sampling Summary Report of December 15 and discuss landscape irrigation schedules.

Commissioner Kirk Diehl will discuss waterway safety and marine structure inspections.

The agenda has no information about the city attorney’s report or commissioner’s reports and comments from mayor Foster or commissioners Colonell or DiFransico.

What will the KCB City Commission do at the Special Meeting on December 18?

The city commission will host a special meeting for the city hall project in Marble Hall and on Zoom on Thursday, December 18, beginning at 1 p.m.

Commissioners will discuss the change order process.
Several engineers and contractors have warned that change orders drive cost overruns on government buildings. "So be careful the contractor makes his money on change orders. [The commission doesn't] know what they are in for."
Commissioners will discuss and approve one of three generator options: a 96 hour system for $105,000, a 48-hour option for $90,000, and a 48-hour that excludes some of marble hall for $75,000, They will review new locations for the farmers market and KCB Day. They will discuss and approve buying Builders Risk Insurance options: for a $1,000 deductible policy with a $36,538 premium, a $10,000 deductible premium policy with a $31,073 premium, or a policy with high deductible windstorm coverage and a $50,000 general deductible for a $111,000 premium.

KCB Calendar

Farmers Market

The KCB Farmers Market continues on Tuesdays at 9 a.m. - 2 p.m. through the season. The commission will review new locations for the farmers market at the meeting on Thursday, December 18.

Sewing Lessons

Sewing Lessons continue in Marble Hall on Wednesday at 2 - 4 p.m. The lessons repeat each Wednesday afternoon.

City Hall Groundbreaking

The city hall groundbreaking with signs, shovels, and hard hats will take place on Friday, December 19, at 9:30 a.m. The city will host the commission, other city officials, local and state dignitaries, and KCBers.

Sounds of the Season

Kirk of the Keys will host holiday carolers for a festive evening of music and community in Sunset Park on Sunday, December 21 at 5 p.m.

City Hall Closed

City Hall will be closed for Christmas on Thursday and Friday, December 25-26.
