How did Key Colony Beach manage to "disappear" about two million dollars in grants into the general budget?

» The KCB FY 2022-2023 Adopted Budget shows a total of $2,533,952 in Federal, State, and Local grant "revenue" that we all thought was for the Taj ma-KCB.
» The commissioners transfered only $577,422 of those grants to the "City Hall Construction Reserve" in the FY 2022-2023 Adopted Budget.
» The balance, $1,956,530, simply ended up in the general spending. Guess those new cars cost a fortune!
