Why has Key Colony Beach allowed live-aboard houseboats when it forbids residents from doing the same?

» The gist of city code Sec. 5-15. has apparently changed to read, "It shall be unlawful for any person to live aboard any vessel docked or anchored within the waterways of the city ..." unless the boat has been continuously lived on since 1973 or is in rental service.
» There have been at least two live-aboard houseboats on the causeway for quite some time.
» The Commission held its second (and final) Public Hearing on the "Discussion & Approval of a Development Agreement with Garrison Bight Marina Inc, 300/400 Sadowski Causeway... The proposed marina facility would comprise (a) a marina and ship store, (b) LIVE-ABOARD VESSEL SLIPS and other temporary docking facilities, (c) redevelopment of one (1) 3,581 sq. foot restaurant and (d) renovation of existing commercial 6,465 sq. ft building on the Property."
» Residents, NO living aboard. Others, no problem.
