Has the City of Key Colony Beach itself been breaking the rules? Why does the City "live" in trailers while it prohibits residents from doing the same?

Sec. 6-59. Only one (1) trailer or recreational vehicle per dwelling unit may be parked within the property boundaries of the owner or current resident for any period of time on any parcel in the city...
Sec. 101-55. (3) Recreational vehicles... such vehicles can not be used as a residence even for one night.
