At the Key Colony Beach Commission Meeting held July 20, 2023, the City Commission considered the measure "7.f. Discussion/Approval on Recommendations by the Bid Evaluation Committee for the City Hall Project." Commissioners voted 3-2 for the "Motion to accept the HOB bid for the new city hall project."

Here's What It All Means

At the Key Colony Beach Commission Meeting held July 20, 2023...

We have to identify who did it (the City Commission) as well as where and when.
We have to identify what "measure" they brought to a vote. In this case, item "7.f." appeared on the agenda and they heard testimony from their two-person Bid Evaluation Committee.
We have to list the action they took. In this case, Commissioners voted 3-2 for the "Motion to accept the HOB bid for the new city hall project."

Shall the voters of Key Colony Beach ...

This is the heart of the petition and of the ballot should it come to a vote. The citizens presenting the petition ask if you will FIGHT City Hall and REJECT the Commission's decision to contract with Hands On Builders (H-O-B) to demolish city hall and build the new?

The Rest of the Petition

We, the undersigned qualified electors of the City of Key Colony petition the City Commission

That's simply the legal language to tell them that KCB citizens who are registered to vote here want their attention.

To adopt the below measure

The measure, in short, says We reject the Commission vote to contract with HOB for the new city hall project. If the Commission "adopts the below measure," that means they vacate their order to send HOB a contract.

Submit the measure to the Key Colony Beach voters

If the Commission doesn't adopt our measure, that means they have to call an election so we can all vote on it.

Place the following question and no other on the ballot

We want them to place the question or measure that says, in short, We reject the Commission vote to contract with HOB for the new city hall project on a ballot for your vote. Just as important, we don't want them to bury it in other similar or unrelated questions.

Certification

The Election Supervisor has to examine each ballot to assure the person who signed it is a legal voter and gave information that matches the Voter Registration Roll.

Chapter 101 governs municipal elections, too. It defines voting methods and procedures, deadlines, requires publication of ballots, sample ballots. mail-in ballots, and more.

Chapter 2, Article 2, Section 2-16

Section 2-16 is a KCB city ordinance that lays out all the rules for holding a city initiative or referendum election. It includes the fact that we have the power to reject anything a runaway city commission passes. It defines how this petition is written, the signature requirements and verification, how many days we have to collect those signatures, and how long the city has to hold the election.
